NEW DELHI: Central public sector undertakings (PSUs) will acquire more than two lakh hectares to set up 47,000 mw of green power units under a new plug-and-play model, aimed at accelerating solar capacity expansion by derisking projects from land acquisition and availability of transmission corridors as well as reduce tariffs by up to 20 paise per unit.

The project, which has been in the works since the time Modi was Gujarat chief minister, will see an airport come up in Navagam village near Ahmedabad where Sardar Vallabhbhai Patel International Airport is.

The progress of the project is being closely monitored in Delhi, senior officials told ET. The selected consultant will do a technical feasibility study and prepare the detailed project report (DPR) by the middle of next year, giving estimated costs.

As per the brief for the prospective consultant, the proposed international airport is to be developed on the western side of Gulf of Cambay where most of the land is barren, saline and consists of marine clay. “The site is prone to flooding during rainy season. The proposed airport site is located at the delta of two rivers namely River Bhogavo in the north and Gehlo in South.

These rivers are flowing from the west end of the Airport to east, discharging into the Gulf of Cambay,” the bid document says

The project will be spread over 3,525 hectares owned by the state government. A 2,910 metre runway will come up in phase I and a second runway of 3,200 metre will come up in phase II.

“We expect physical work at the site to begin in 2020 and the airport to be built by 2023,” a senior official said.

AHMEDABAD: In a major push to electric mobility in Gujarat, Tata Group, has committed an investment of Rs 4,000 crore to set up a in Dholera Special Investment Region (DSIR) in Gujarat. According to a senior state government official, the company has already acquired a land parcel of 126 acre in Dholera.

“Tata Group has already made an announcement to set up a lithium-ion battery manufacturing unit. They have procured land of 126 acres and in the first phase, the company will make an investment of Rs 1,000 crore,” said Jaiprakash Shivhare, managing director, Dholera Industrial City Development Limited (DICDL), while interacting with media persons on the sidelines of Gujarat Aviation Conclave organized by Confederation of Indian Industry (CII) in Ahmedabad on Thursday. Shivhare said that the ultimate manufacturing capacity would be 10 giga watts (GW).

“Government of India will soon roll out policy incentives for battery manufacturers for electric vehicles. In fact, incentives for capacities up to 50GW will also be offered. This will be a further push for investments in this sector,” he explained. According to the IAS officer, Dholera is an ideal destination for manufacturing of batteries. “DSIR fulfils all the key parameters making it ideal for battery manufacturing. We are offering title-cleared land with ready possession, in addition to necessary infrastructure to make it a plug and play system for upcoming units. Moreover, we are also in a position to offer the cheapest power tariff,” said Shivhare.

“Torrent Power will be providing electricity to the unit at Rs 4.65 per unit. Affordable power cost is a crucial factor for battery manufacturing because it involves power-intensive operations. If power costs are up, battery prices will further go up. With all these parameters in place, we expect to bring in investments from battery manufacturers in this sector,” he added.

A senior government official confirmed that a special E-Mobility Conclave is being planned by DICDL by the end of this month, wherein Niti Aayog CEO, Amitabh Kant, would be the keynote speaker.

Besides Indian Army and IAF, private defence players will also use the firing range The Gujarat government is working on the Indian Army’s request, to set up a large 200-square kilometers of multi-weapon firing range, at Dholera Smart City – about 100 kilometers from Ahmedabad.

Jai Prakash Shivahare, Managing Director of Dholera Industrial City Development Ltd (DICDL) stated that the said firing range will be built at Dholera Special Investment Region (SIR) on a land area of about 200 square kilometres (sq km). The range will primarily be used by Indian Army and Indian Air Force, but will also be open for private players for testing their defence products.

“The Indian Army has been looking for a firing range. Also, we have received inquiries from defence manufacturing players such as Baba Kalyani Group for the same. Based on their requirement for a firing range with 25 kilometers length and five kilometers width, we have identified a land area in Dholera SIR,” Shivahare said here on the sidelines of the second Gujarat Aviation Conclave 2019 organised by Confederation of Indian Industry (CII) on Thursday.

He said that once the firing range is operational, it would help attract other defence manufacturing investments in the Dholera region.

The project has received an in-principle approval from the concerned authorities including the state government.

The identified land for the firing range includes government-owned land as well as some private land too. “We will compensate the private owners for the acquisition of the land. The firing range will be close to the coastline in the Gulf of Cambay,” he commented.

According to Shivahare, there are currently only a few firing ranges available in the country to test the defence products. These include Devlali near Nashik in Maharashtra, Pokhran in Rajasthan, Balasore in Odisha, Trichy in Tamil Nadu, Ichchapore in West Bengal among others for testing various categories of weapons and ammunition.

Initially, the Government was considering two sites – Kutch and Dholera – for the firing range. But eventually, the authorities had selected Dholera.

India will soon have its first smart and futuristic city in Gujarat! The proposed Dholera Special Investment Region (DSIR) will be bigger than Singapore in size with world-class facilities, says an FE report. DSIR was notified under the National Investment and Manufacturing Zone policy. There are seven nodes which will be developed under Phase-I of the Delhi Mumbai Industrial Corridor (DMIC). DSIR is one of the first and the biggest of these nodes. The environmental clearance for the project was given in 2014.

Dholera is a proposed greenfield industrial city. The planned city is located barely 100 km away from Ahmedabad. Dholera city will span across 920 sq km and encompasses 22 villages. The city will be bigger than the city of Ahmedabad. Dholera is strategically located between the three prominent industrial cities of Gujarat- Ahmedabad, Broda, Rajkot and Bhavnagar.

Dholera will be connected to Gujarat capital through a 6-lane expressway. There are plans to develop a metro rail network for seamless connectivity. The greenfield industrial city will also have an international airport. The construction work for the airport has already started. Dholera International Airport Company Limited (DIACL) is building the airport.
